Cyclist jailed for knocking down boy in pedestrian zone

Further to the Governments recent announcement in relation to stricter laws being introduced for motorists found guilty of causing death by dangerous driving, we are now seeing a similar drive in respect of those who cause death or injuries by dangerous cycling.

Matteo Carlucci had been on his way to visit Legoland in Windsor when Richard Manners aged 21 from Stoke, cycled down the road at speed and crashed into him, causing serious injuries. The bike did not have any brakes and the incident occurred on a pedestrian only road.

The child’s father described that the collision “could have killed my son”. Witnesses recalled how they saw the little boy trapped in the bicycle’s front wheel and was then thrown into a traffic bollard.

Matteo has been left with life changing injuries including a broken arm and a dent in his head due to permanent muscle damage.  Understandably, Matteo now has a fear of people riding bikes.

The judge told him: ‘This offence is so serious that only a custodial sentence can be justified.’
Defence Barrister, Mr Amer Ashgar said: “He (Mr Manners) is not here to explain what went wrong but he is here to say sorry to the mother, the father and of course, young Matteo. He knows he is going to prison today. He has brought his belongings with him and said goodbye to the young children. What happened on that fateful evening is certainly something he will never be able to forget.”

The case comes only one month after cyclist Charlie Alliston was jailed after he killed a mother while riding his bike which didn’t have any brakes.

In September 2017, an announcement by transport minister Jesse Norman said it was necessary to make sure that road safety rules kept pace with the use of bikes. “We already have strict laws that ensure that drivers who put people’s lives at risk are punished but, given recent cases, it is only right for us to look at whether dangerous cyclists should face the same consequences. We’ve seen the devastation that reckless cycling and driving can cause, and this review will help safeguard both Britain’s cyclists and those who share the roads with them.”
