The article says that "The new system which includes a fees remission scheme will only apply to claims presented on or after 29 July so any claim to the system before that date will be unaffected".

Different fee levels apply depending on the type of claim. For Type A claims (e.g. unpaid wages and redundancy pay) the issue fee is œ160 and the hearing fee œ230. For Type B claims (e.g. unfair dismissal and discrimination claims) the issue fee is œ250 and the hearing fee is œ950."
