In May 2023 the Government announced its intention to set up a national Sexual Abuse Redress Scheme for England following recommendations made by IICSA in its final report in 2022.
In April 2025 the Home Office published its response to the various IICSA recommendations. Despite the assurance of the previous government that the consultation process would begin, the latest response confirms that at present there will be no further steps taken towards the setting up of a national financial redress scheme for victims and survivors of child sexual abuse.
This is disappointing news and whilst the reasons given for this decision centre around finances, this seems to ignore the proposals that institutions, charities and church bodies would contribute to the costs of the scheme.
As lawyers who represent victims and survivors of abuse, this news is disappointing and we will continue to support the campaign for a national redress scheme.
Whilst the introduction of a Redress scheme has been halted for now, claims can still be brought under the exiting civil law. A Redress Scheme generally refers to a scheme which operates outside of the usual court system to provide a remedy, often monetary compensation. They are usually set up where there are a large number of potential people who may benefit from the scheme and in circumstances where the usual court process may be unsatisfactory or may not provide a remedy.
This is yet unknown. Experience shows that such schemes can take several years to develop and implement. We will update this page as and when we have further details as to the progress of the scheme.
